Board Of Directors

David L. Rettig, Founder & CEO 


David is the founder of the National Education Foundation and presently serves as the CEO. Prior to founding the NCEF in February 2003, David was a former international baseball player as well as a talent scout for the former Montreal Expos and the Florida Marlins. He is also a Major League baseball analyst for the internationally syndicated Sports show, Sportsweek. David earned his bachelor's degree in education from the University of Central Florida and has been a national speaker for over fifteen years. David is a featured speaker for the NCEF parental symposiums. symposiums designed to support and help educators and parents better understand today's ever changing youth culture and it's potential dangers to our children and teens.

David, his wife L.J. and son Seth, reside in Beaver County, Pennsylvania.



Brad B. Root, President


Brad B. Root is the Managing Director of Business Development for McKinney Properties in Pittsburgh , PA. His primary responsibilities include qualifying potential investors, securing equity participation in McKinney Properties investment offerings and maintaining ongoing client relationships.

Mr. Root's career began with First Winthrop Corporation, a large Boston-based real estate acquisitions and investment group, where he worked directly with private investors raising equity for the firm's private real estate equity programs. These programs included large commercial office buildings, retail shopping centers, industrial properties, and hotels. From 1993 to 2003, Mr. Root was a Member of Brookwood Securities Partners, a Boston-based private investment and merchant-banking firm which specializes in acquiring and managing real estate and in providing equity and bridge loan financing to small private companies. Mr. Root was a Managing Director of Brookwood overseeing the Pennsylvania office located in Pittsburgh .

Mr. Root is a graduate of Washington & Lee University and has served as a member of the Alumni Board of Trustees and currently serves as a member of The Washington Society, an organization providing voluntary support and assistance to the University's Board of Trustees and Administration. As a student at Washington & Lee University , Mr. Root was student body president and Chairman of the University's Honor System. Mr. Root is an active member of his church having served on its Vestry.

Mr. Root resides in Fox Chapel, PA with his wife and four children.




Randall G. McCombs


Randall G. McCombs is Executive Vice President and Managing Director of GVA Oxford, a division of Oxford Development Company.

During his 20+ year career in commercial real estate, Mr. McCombs has focused on providing tenant advisory services to corporate clientele both locally and throughout the United States and Canada. In addition, Mr. McCombs has developed marketing strategies for select office and warehouse parks in Western Pennsylvania . The fiduciary relationship with his client is the foundation for his work on each project.

Mr. McCombs is a graduate of the University of Maryland at College Park , with a B.A. in Economics. Mr. McCombs is a member of the National Society of Industrial and Office Realtors (SIOR). He is also active in the Fox Chapel Presbyterian Church, having served as a Deacon and on the Administration and Personnel Committee.

Mr. McCombs is an avid golfer and resides in Fox Chapel, Pennsylvania , with his wife and son.



Dr. Melvin Steals

Dr. Steals is an author, former principal, teacher, and adjunct professor.  He is also the co-writer of the American Classic, "Could It be I'm Falling In Love", originally recorded by the Spinners.

Because he has always striven to be the best that he could be, Dr. Steals has earned the reputation of being an outstanding classroom teacher and building principal.  He has not only orchestrated a signifcant increase in a Blue Ribbon elementary school's performance on a Pennsylvania System of School Assessment (PSSA) test, but also generated a similar result in one of the Commonweath's lowest achieving middle schools the following school year.  On May 3, 2000, the school received the Pennsylvania Department of Education's Violence Free Challenge Award for its exemplary Caring Habit of the Month Adventure Program.  In the words of one observer, "Children just seem to thrive in schools where Dr. Steals is in charge".

Dr. Steals has a Bachelor's Degree from Cheyney State University, a Master's Degree from Duquesne University (where he has also worked as an adjunct reading professor), and earned his Ph. D from the University of Pittsburgh.

Dr. Steals and his wife Adrena reside in Economy Borough, PA.
